As to writing such a circular to the colonies, I know what such a circular should contain, but beyond penal exhortations to cleanliness, excommunicating those who disobey certain Acts of Council, as I am informed. It might be useful to make a collection, resisting the temptation to make it too lengthy.
A private communication with the Governor of Malta has taken place, and I think more important papers should be sent out. But I think the word "India Colonies" should be excepted, as there have been cases recently notified by medical officers of reference, where laws laid down by the Colonial authorities regarding their own practice and opinion, and our general instructions might at times coincide with theirs.
This subject is one of first and great importance. I have not the slightest doubt that the mortality in all the Colonies might be immensely reduced by a knowledge and application of the laws which regulate human health.
The Board of Health should be asked for a selection of such rules and regulations as have been found in this country most conducive to the health of towns, and a collection of such rules together with copies of the last acts passed for the removal of nuisances and preservation of health in duplicate to each Colony for the guidance of the Colonial Government.
It would be impracticable to send out Engineers and Surveyors of Health. Meanwhile, a letter may be written to the Board.
